Research Proposal Part I: Annotated Bibliography and Introductory Outline For Part I, you are going to research at least three peer-reviewed scholarly articles and summarize them by creating an annotated bibliography. You will also outline the introduction of your proposal. Objective: To begin the process of writing a full-fledged APA style research paper and proposal. The overall purpose of this research proposal is to summarize a research topic that interests you and to propose new research based off your summary. Instructions: A bibliography is a list of scholarly sources used to research a topic. In APA format, it is synonymous to your references page. An annotated bibliography is a summary of each source in your research proposal. Using one of the Library Databases (i.e. ProQuest Central, Academic OneFile, Academic Search Ultimate), search for a research article related to your research topic. Find and read up to 3 scholarly articles that you will use to create your annotated bibliography. (Note: You will be required to have at least 6 scholarly sources for the literature review in your final Research Paper). For this assignment, you are to create an annotated bibliography using at least three (3) sources and an outline for your Introduction. ANNOTATED BIBLIOGRAPHY Each annotation (3 in total) should be roughly half of a page (125 words). Instructions for writing each Annotation: Begin with the proper APA reference citation. The database should be able to generate it for you, but check it to make sure it follows this format: Author(s). (Year). Article title. Journal Title in Italics, volume number in italics(issue number), pages. DOI or URL Next, add a summary of the article (125 words). The summary should include: Purpose of study, findings/conclusions, and a direct quote with an APA in-text citation (last name, year, p.#). Remember to double space the citation and annotation. OUTLINE You will also develop an outline for your introduction. It is best to complete the outline after you finish the annotated bibliography. Please answer the questions in the template to complete this part of the assignment. You will submit a document with the Annotated Bibliography and the Introductory Outline. Overview: Instructions: Choosing 1 of the counterintelligence cases examined in your readings (i.e. Robert Hannsen, Kendall Myers, or Aldrich Ames), write a short memorandum examining their motivations and why they were not caught for so long. What are the unique circumstances in this case? What are some “lessons learned” that might be applied to avoid future counterintelligence vulnerabilities? Address whether you think technological advances might have helped detect or deter the individual involved in the case you chose. Why or why not? You can include insights from additional readings outside those assigned, but be sure to include references or citations. If you wish to focus on another counterintelligence case, please seek my approval in advance. Resources: Textbook and other required readings. Any outside sources should be appropriately identified. Requirements: Two page maximum Citation page (MLA or APA) Include a BLUF (Bottom Line Up Front) that lays out succinctly and clearly the key points you seek to convey.
Continue your CODEL project by analyzing the U.S. foreign policy interests in your country. This sections should provide Members an analysis of issues affecting your country -- AND THE REGION! -- that impact whether and how U.S. criminal law or its investigative agencies are implicated. For instance, government instability may prevent U.S. agencies from safely operating in your country. Or your country's significance in the region may incentivize the U.S. to provide investigative assistance to the country's law enforcement agencies. *Analytical writing answers how something does what it does or why it is as it is. Below are some questions for you to think about as you begin your research: Is your country regionally strategic to U.S. national security or trade? Is your country an adversary, ally or both to the U.S.? Does your country have economic, agricultural or financial significance for the U.S.? Does the U.S. have a military presence in your country or is it otherwise strategically important for the U.S. military? Are there any treaties or trade agreements in place with your country? Does your country receive foreign aidLinks to an external site. from the U.S.? You should focus on current events and provide Members an analysis of how these issues interact with each other, not simply a list of foreign policy topics. Cite your sources! This assignment is for completion credit only and is intended to adequately prepare you for your final project. Submit a DRAFT, NOT AN OUTLINE in the form of a TEXT ENTRY ONLY. Evidence of research reflecting the list above Draft citation page The instructor or TA will provide feedback to each final project component. This feedback is intended to help you improve your final memo and we expect to see feedback incorporated into the final memo. Previous Next

These materials focus on two of the most famous covert action operations since the Second World War involving the 1953 coup in Iran and the 1961 Bay of Pigs invasion of Cuba. What conclusions can we draw from these cases about the risks and benefits of covert action? In the case of the Iran operation, why do you think this operation remains so controversial today even in academic circles? Discuss the U.S. role in the internationalization of public corruption and TOC enforcement In Module 5, we learned about the correlation between transnational organized crime and public corruption. Policing the Globe cites bribery as an example of a crime that, in the span of less than two decades, went from commonplace as a means to facilitating government operations to prohibited via United Nations Convention. And yet the corruption index shows us that corruption continues to infiltrate or even thrive in certain countries. Your response should answer the following: Why does it matter if other governments embrace financial influence as part of their operations? In the U.S., corporations and interest groups exert tremendous influence on lawmakers via lobbying and campaign contributions. What makes the U.S. different from other countries engaged in "bribery"? Should the U.S. care about bribery globally? Why? Include our Module 5 case study -- Nigeria -- in your response. Respond to the discussion question, maximum 300 words.
Covert operations are designed to hide or obscure the involvement of the U.S. Government, making evaluation of the effectiveness of these operations difficult if not impossible. But these operations also raise for many observers troubling questions about whether they are an appropriate instrument for a democratic government, as well as the dangers inherent in their use. For the intelligence community, they also threaten to blur the lines between intelligence and policy since the intelligence community is in effect charged with carrying out policy. Looking at the case involving Iran in the PBS video and the article by Ray Takeyh, what is your impression of the effectiveness of this particular covert action operation? What do you think is the legacy of this operation? What does this say about the unintended consequences of even successful operations? Instructions Ensure that your post and replies engage and encourage discussion. Use these opportunities to cultivate and share your perspective on the issues and challenge those of your classmates.
It's time to wrap up your final project! Taking all of your research and previous components of your final project, provide recommendations to the Members on the CODEL. Include 3 to 5 recommendations that address criminal and counterterrorism issues in your country and incorporate the principles of character-driven leadership. First and foremost -- your recommendations MUST relate to the purpose of the CODEL, namely the CRIMINAL and TERRORISM issues in your country. Remember -- know your audience! Congress is the 1st Branch of Government and is responsible for enacting federal law and allocating spending. It cannot negotiate treaties (only approve them) or deploy military personnel (it can declare war or use of force authorizations and funds the military). But Members of Congress can exert their influence in a variety of ways: They can: 1. Support bilateral agreements or treaties, 2. Lend support for or offer to influence Executive Branch policies on international funding, diplomatic engagement and foreign policy, 3. Exercise influence over the Executive Branch through oversight hearings, letters or reporting requirements to federal agencies, or informal inquiries, 4. Authorize foreign aid and funding for U.S. law enforcement agencies, or 5. Enact laws that support criminal and counter-terrorism investigations outside its borders. Your recommendations should, therefore, be tailored to the role of Congress. When developing recommendations, I encourage you to get creative! Thinks of ways Members of Congress may exert influence over policy Also think about what motivates your recommendations. Are you advancing U.S. policy prerogatives? Advancing regional interests? Helping an ally? Pressuring a foe? All of the above? Examples A well-written policy recommendation includes an executable action that Members of Congress can offer to the foreign leaders, law enforcement personnel, or others they will meet with in your country. HINT: don't make promises your CODEL can't keep! For example, Members of the Foreign Affairs and Judiciary Committees cannot GUARANTEE that legislation will pass the House. BUT -- they can INTRODUCE legislation. Members of Congress can REQUEST an oversight hearing. BUT -- a Committee Chairman (your boss!) can PROMISE a hearing, because the Chairman runs the committee's schedule. Members of Congress can write letters to the President or Cabinet members or informally engage the Executive Branch.
