Paper Topic 2: Case Analysis of Terrorist Attack or Disaster Due in Week 8 Since the establishment of the Department of Homeland Security, the United States has had to respond to several terrorist attacks within the US, and major disasters (such as Hurricane Katrina). In this paper, each student will write a well-researched background paper on a terror attack on the US since 9/11 or a major disaster in the last 20 years. The paper should discuss the scope and impact of the attack or disaster. In addition, the paper should analyze the key organizations and stakeholders in HSE that responded to the event and how well they coordinated their response and actions. (For example, how did the FBI and local law enforcement coordinate efforts in investigating a terror attack?) Further, explain the initial strategy, policy, or operational responses that were implemented following the event to mitigate or prevent such attacks or disasters in the future. Further, identify any civil rights or ethical issues that may have been raised in the actions of the organizations involved in the case. Also, the paper should examine any “lessons learned” from failures in policies, strategies, or organizational response in this case. The paper should conclude with what major changes to homeland security policies or strategies resulted from this event. The paper should also integrate course resources and readings from weeks 1-8. Paper formatting should include the following: Length: The paper should be at least 8 (minimum) to 10 (maximum) pages (not including the cover page, introduction, and references) using double-spaced, 12-point fonts. Organization: The paper must be organized in sections by the required topics (above) to include section headings formatted in accordance with APA 7th Edition guidelines. Sources/References: The paper should cite at least one (1) reference for each page written), not including the cover page, introduction, and references. Resources must be properly cited within the body of the text and reflected in the references using APA format and citation rules.
