It's time to wrap up your final project! Taking all of your research and previous components of your final project, provide recommendations to the Members on the CODEL. Include 3 to 5 recommendations that address criminal and counterterrorism issues in your country and incorporate the principles of character-driven leadership. First and foremost -- your recommendations MUST relate to the purpose of the CODEL, namely the CRIMINAL and TERRORISM issues in your country. Remember -- know your audience! Congress is the 1st Branch of Government and is responsible for enacting federal law and allocating spending. It cannot negotiate treaties (only approve them) or deploy military personnel (it can declare war or use of force authorizations and funds the military). But Members of Congress can exert their influence in a variety of ways: They can: 1. Support bilateral agreements or treaties, 2. Lend support for or offer to influence Executive Branch policies on international funding, diplomatic engagement and foreign policy, 3. Exercise influence over the Executive Branch through oversight hearings, letters or reporting requirements to federal agencies, or informal inquiries, 4. Authorize foreign aid and funding for U.S. law enforcement agencies, or 5. Enact laws that support criminal and counter-terrorism investigations outside its borders. Your recommendations should, therefore, be tailored to the role of Congress. When developing recommendations, I encourage you to get creative! Thinks of ways Members of Congress may exert influence over policy Also think about what motivates your recommendations. Are you advancing U.S. policy prerogatives? Advancing regional interests? Helping an ally? Pressuring a foe? All of the above? Examples A well-written policy recommendation includes an executable action that Members of Congress can offer to the foreign leaders, law enforcement personnel, or others they will meet with in your country. HINT: don't make promises your CODEL can't keep! For example, Members of the Foreign Affairs and Judiciary Committees cannot GUARANTEE that legislation will pass the House. BUT -- they can INTRODUCE legislation. Members of Congress can REQUEST an oversight hearing. BUT -- a Committee Chairman (your boss!) can PROMISE a hearing, because the Chairman runs the committee's schedule. Members of Congress can write letters to the President or Cabinet members or informally engage the Executive Branch. This assignment is for completion credit only and is intended to adequately prepare you for your final project. Submit a DRAFT, NOT AN OUTLINE in the form of a TEXT ENTRY ONLY.
