Your video should: Analyze the stakeholders in Germany in your area of responsibility. Identify specific actions you will take to influence German opinions and to make a difference. Provide ideas for the Ambassador to help him resolve the crisis. Explain how you will work with other members of the US Embassy Berlin Country Team. What type of reporting in telegrams and cables will you be writing to keep the State Department in Washington, DC and the foreign affairs agencies informed of what you are doing on the issues around Nord Stream II? Study the scenario and events for your role (as assigned in Module 2) and develop a proposal for the Ambassador that makes the arguments for the U.S. position.Note: Assignment instructions follow at the bottom of this page. Read submission information carefully. You will be submitting two parts to the assignment. How will you implement this strategy with your team that you supervise? What German stakeholders will you also contact? What will be the U.S. Embassy press strategy to support your diplomatic activities? Embassy Section Members Issue Topic Political Internal, external Chancellor Scholz decides to visit China to promote German exports, but the Embassy has learned from a human rights NGO that he will not raise the Uyghur issue, Taiwan or South China Sea. Your goal is to help the Ambassador change the Chancellor's mind about raising these issues with the Chinese. What does the U.S. Ambassador tell German and US NGOs, the press? What are the talking points and reasons you will list that will convince the Chancellor to raise these issues? The US considers the treatment of the Uyghurs as Genocide. What about Germany? What is Germany's position on Taiwan? The incursions and control by the PRC of the disputed areas of the South China sea? Will you recommend the Chancellor raise Chinese cyber security attacks on Germany and the US? The stealing of US and German intellectual property? Chinese exploitation of poorer countries with the "Belt and Road" initiative? Devaluation of the Chinese currency to increase Chinese exports? Chinese limitations and protection from German exports to China? Economic and Commercial/Ag Attache Econ, external, Commercial/Ag Attache, Energy/InvestorsGlobal issues Germany is diversifying its energy imports to decrease the reliance on Russia, but the economy is slowing down and Chancellor Scholz decides it will continue to rely on Russian gas and oil imports and slow down the shift to alternative energy which undermines US economic sanctions toward Russia because of the Ukraine invasion. Your goal is to help the Ambassador convince Chancellor Scholz to not import gas or oil from Russia and to find other sources, including from the U.S. What are your recommendations of how Germany should diversify towards renewables and green energy? Are they doing too much and are too slow to reduce reliance on Russian carbon energy imports? Can the US export more LNG to Germany to supplant Russian gas exports? Are there prospects for US/German joint ventures and cooperation in developing wind, solar and alternative energy sources? Should Germany retain its nuclear industry and not continue with shutting down plants? Defense/Security Defense Attach and Pol Mil Officer Chancellor Scholz decide to redirect funds from the Bundeswehr (Germany military) that he promised after the Russian invasion of Ukraine and said that German cannot make the contribution to defense of 2% of GDP as promised until 2030, due to the slowdown of the German economy. Your goal is for the Chancellor to get Bundestag funding and approval to meet the 2% of GDP contribution to the German military. Give the Ambassador talking points on why this should be important to Germany and to NATO. Where could the US and Germany cooperate in modernizing the German military? Are their opportunities for US defense companies to sell new technology and more modern systems to the German military? Will increased military capability in Germany seem threatening to other smaller European neighbors given the history of two world wars started by Germany in the 20th century? Consular/Protection of American Citizens and counterterrorism Consul Generals, Consular Affairs Five U.S. citizens have been taken hostage by Islamic State terrorists in Hamburg and Frankfurt in two related incidents. The families of the American hostages are calling the Ambassador and want answers. Also the members of Congress from the families districts are calling the Embassy. The German intelligence services and elements under the Ministry of the Interior are responsible for resolving the hostage situation. The terrorists are communicating and want ten million dollars per hostage or they will kill them with a deadline of 48 hours. What plan do you have for working with the German Government and dealing with the terrorists? What resources do you need from Washington, DC federal agencies and the State Department? What should the Ambassador tell the press? And the families of the hostages? And members of Congress? What security is needed for US embassy personnel in Germany? US military personnel on bases in Germany? US citizens working and living in Germany? Public Affairs Public Affairs and Press Officers Answer German media's questions and set up long term exchanges on the controversial issues about whether democracy is at risk in the United States with the January 6, 2021 assault on the capitol, the Congressional investigation of the assault and the continuing issues about the results of the last Presidential election. The German media and some leaders privately are concerned about the U.S. presidential elections and whether there could be another violent incident like January 6 attack on the capitol. How should the Ambassador deal with the print press, TV media and social media in Germany? What groups in Germany should I meet with? Should I give speeches, interviews? Should the Embassy bring speakers from the US and if so who? How does this compare to the threat to the constitution in Germany from the far right, AfD and from the far left, the "Last Generation" and other violent groups? What should be said about the plot to overthrow the German Government by Heirich XIII Prinz Reuss that occurred in late 2022? Instructions for video and 1-page written summary 1. Establish a plan to develop a 7-10 minute video presentation for the Ambassador. Re-read the scenario and details above for details about what is needed in the video.The video should: Address the issue topics listed above Brief the Ambassador on the issues and crisis Analyze possible solutions to achieve results both with the German government and the people of Germany that will reach a satisfactory solution for US interests Pose solutions The solution should be creative and provide talking points for the Ambassador to use with the Chancellor and Foreign Minister. Forward the written talking points you use to Ambassador O'Donnell and the Teaching Assistant (see below). Make sure you provide specifics of the solutions you chose, i.e. who is responsible in the Embassy Country Team, how long will it take? What are the resources, money and or equipment you need? Who should we engage for help and support at the State Department in Washington? Should we enlist the help of other embassies in Berlin and other governments? What should be our press strategy and talking points for the press? 3. Be creative! Use the resources provided and review the Embassy Team roles to research and collect ideas and information for your part. You will be graded on developing and delivering ideas, not correctness or perfect knowledge of the details. 4. Then, create a one-page written summary of the talking points in a Google Doc. Use Google Docs for collaboration and sharing with the instructor.5. Submit your work (video and summary) in two places in Module 5: Submit the video link and the summary to the instructor. Post the link video in the Discussion board for the class to view. Grading Grades will be based on your understanding of how a US Embassy works, your own role and responsibilities and the German government, how it works and how German attitudes are currently on the issues you are dealing with.
