Keeney, and Howard Raiffa, Smart Choices: A Practical Guide to Making Better Life Decisions, Chapters 6 ("Tradeoffs"), 7 (“Uncertainty”), and 8 (“Risk Tolerance”) as a guide for developing the risk profile and decision-trees. Along with a policy memo, which summarizes/highlights the key points, submit the consequences and alternatives tables.  The tables should appear professional (headings, labels, etc.) and your policy memo discussion should include a ranking of the reforms and a recommendation concerning which reforms you would first (and why) and least (and why).   Make sure to consider Trade-offs, uncertainty, and risk tolerance, as you doing this assignment.
